Mr. Masao SHIMAZAKI joined the Ministry of Finance in 1995. At the JFSA, he has held several key positions, including: Director of the Banking Business Division II (responsible for supervising regional banks), Director of the Corporate Accounting and Disclosure Division, Director of the Financial Markets Division (in charge of financial market regulation), and Director of the Resources Management Division (overseeing human resources). He assumed his current role in July 2025. His responsibilities include promoting fintech and supervising the fintech sector, including funds transfer services and crypto asset exchange businesses.

Promoted the adoption and utilization of public cloud services. Served as Head of Mizuho FG's cybersecurity oversight department and Group Co-CISO before assuming current position in April 2024.

As Japan's largest non-custodial wallet provider, the company operates HashPort Wallet, which has been downloaded over 1.1 million times, and also handles wallet development for the Osaka-Kansai Expo and numerous corporate clients. Prior to founding the company, he worked at the digital division of Boston Consulting Group (now BCG X) as the youngest Venture Architect in the Tokyo office, focusing on business development. He graduated from Keio University's Faculty of Law.

In 2001, while attending Hitotsubashi University, he founded his first company and subsequently led numerous projects as CEO and CTO. In 2017, he co-founded Real World Games Inc., demonstrating exceptional leadership in both technology and finance. In 2019, he launched Japan Crypto Asset Market Co., Ltd. (now JPYC Co., Ltd.). As CEO, he began issuing the JPY-denominated prepaid token "JPYC Prepaid" in 2021. He also focuses on education and industry development, serving as a visiting professor at iU Professional University of Information Management Innovation, Vice Representative Director of the Blockchain Promotion Association (BCCC), and Director of the Japan Crypto Asset Business Association (JCBA). On October 27, 2025, he commenced issuance of Japan's first yen-pegged stablecoin, "JPYC."

Previously spent 15 years at Fidessa (now ION Group) by overseeing product marketing and marketing communication activities. Originally worked for Reuters for 17 years holding various product marketing positions both in Japan and overseas (UK and US). Joined Reuters London as a graduate management trainee from Reuters Asia in 1987.
