After joining the Financial Services Agency in 2005, he served as First Secretary at the Embassy of Japan in Singapore (Ministry of Foreign Affairs); Assistant Section Chief in the IFIAR Strategic Planning Office of the General Affairs Examination Division at the Board of Audit and Inspection; Assistant Section Chief in the International Affairs Office of the General Affairs Division, Bureau of Comprehensive Policy; Assistant Section Chief in the Special Investigation Division of the Secretariat of the Securities and Exchange Surveillance Commission; and General Coordinator in the General Affairs Division of the same commission. He has held his current position since July 2025.

Shiro Katsufuji joined Deloitte in 2017. He provides risk advisory with financial/non-financial firms. His expertise include economic research, risk appetite framework, and regulatory affairs.
Prior to the current position, he worked at a Japanese mega bank's Risk Management from 2011 to 2017. He had worked as the U.S. Chief Economist of the bank from 2005 to 2011 in New York. He also had held senior positions in the Treasury & Trading of the bank's Tokyo and London offices.

Ayako Fujita

Ayako Fujita is a Managing Director and Chief Economist, Japan. She joined J.P. Morgan in July 2019. She comes to JP Morgan after 11 years with Nomura Asset Management, where she rose to become chief economist. Prior to that, she started her career at the Bank of Japan and continued at the International Monetary Fund as an economist. She holds a BA from Tokyo University and MSc from London School of Economics.

Atsuhito Sakai

Representative Director of the Japan Risk Forum (JRF), and Vice Chair, Senior Managing Director of Guggenheim Partners Japan. He previously held positions at the Bank of Tokyo, Swiss Re and Société Générale, with over three decades of experience in asset management, capital markets, global markets, insurance and risk management. He also serves as Director and former Vice Chair of the Japan Association of Risk, Insurance and Pensions, an Advisor to the ERM Committee of the Institute of Actuaries of Japan, and a Council Member of the Japan Society for Value Creating ERM. A member of Japan Association of Corporate Executives. He holds a B.A. in Economics from the University of Tokyo and an MBA with Honors from the University of Chicago. CMA, CFP®.

After gaining sales experience at a bank where he joined as a new graduate in 2013, he moved to the cybersecurity department. He has held his current position since 2017. In addition to second-line operations related to system risk, he is involved in formulating cybersecurity strategies, implementing countermeasures, and responding to incidents as a member of the CSIRT. He also applies his expertise to a wide range of projects, including work-style reform and service planning. He has served as chair of the Financial ISAC Joint Exercise Working Group since 2025.

Yoshichika Imaizumi

Joined the Financial Services Agency in 2003. After working in the General Affairs Division of the Inspection Bureau, where he analyzed banks’ investment trust sales operations, and in the General Affairs Division of the Supervision Bureau, where he formulated policy guidelines for strengthening cybersecurity in the financial sector, he has served as a Specially Appointed Associate Professor at the Graduate School of Public Policy, The University of Tokyo, since 2015. From 2019 to 2022, he served in the Regional Financial Planning Office of the Second Banking Division, Supervision Bureau. After overseeing asset management-related policies, the supervision of cryptocurrency exchange businesses, and on-chain finance, he assumed his current position in August 2026.

Keisuke Kamata

He has been working in the cybersecurity field since 2002. After working at JPCERT/CC and Mitsubishi UFJ Bank, he helped establish the Financial ISAC. He has served as an advisor to the Financial Services Agency since 2016 and founded Armoris, Inc. in 2019. He currently serves as an advisor to the IPA and as Chief Information Analyst at the Security Center, as well as an advisor to the Financial Services Agency and the Ibaraki Prefectural Police.
